Rep / Reputation : Clicking this button allows you to give positive or nagative reputation to a user this will change their Reputation value on their profile and in postbit you can find the button in postbit under their avatar on the left of their post

Report : This allows you to report a user for a specific post to alert a moderator of a post or member that is breaking forum rules we take this very seriously and investigate all reports. To report a post click the next to the reputation button

We take rep and reports very seriously and anyone caught abusing the system will be punished people using this to help the community may be rewarded with achievements or something else you can use these systems to change the community for the better.
